Mr.
McClellan, P.E., is a civil engineer with more than 35 years experience in the management, design, and quality control of
plans and plats for site development and re-development projects. His expertise also includes site planning and design,
sanitary sewer system design, surveying, hydraulics, hydrology, highway location and design, stormwater management,
flood control, feasibility studies, and cost estimating. As an ESI-certified Designated Plans Examiner in Prince William
and Fairfax Counties, he provides sterling quality assurance on all site plans and subdivision construction plans developed
by WHGA engineers. Mr. McClellan has been with the firm since 1976 and is a graduate of the Virginia Polytechnic
Institute and State University.

Gainesville Magisterial District Representative to the 2003 Comprehensive
Plan Review Citizens Advisory Committee, Prince William County; appointed
member of the Building Code Appeals Board of Prince William County; committee
member of the NVBIA/Prince William Chapter Legislative Committee and Technical
Advisory Committee; Life Member, Prince William County NVBIA Chapter Council;
Past-President, Virginia Society of Professional Engineers (VSPE), Bull Run Chapter;
VSPE representative to the Prince William County Policy and Standards Committee;
past member of the Board of Directors of the Prince William County Committee for the
Engineers and Surveyors Institute (ESI); past Chairman of the Northern Virginia Building
Industry Association (NVBIA) Regional Transportation Committee; and he represented
Prince William County on the Citizens Advisory Committee to the Transportation Planning
Board for the Metropolitan Washington Council of Governments. Mr. McClellan is a licensed
professional engineer in the states of Virginia, Maryland, West Virginia and North Carolina, as
well as the District of Columbia.
