Federal Project Experience

USCG Headquarters at St. Elizabeths West Campus
Gordon is the civil engineer of record for the St. Elizabeths West Campus in Washington, DC. As part of the Perkins and Will team tasked with developing bridging documents for the new USCG Headquarters, Gordon designed all underground utilities, including a central utilities plant and tunnel network to serve all buildings. In addition, Gordon designed all roadways and worked closely with all review agencies, including the District Department of Transportation (DDOT). An important part of this project was Gordon’s participation in the Sustainable Sites Initiative Pilot Program. As part of this team, Gordon was responsible for obtaining and submitting Site LEED Credits for this future LEED Gold facility.

St. Elizabeths West Campus
Perimeter Security
Gordon provided civil engineering for perimeter security for the Department of Homeland Security (DHS) at the St. Elizabeths West Campus in Washington, DC. Services included security and engineering design for all aspects of exterior security from conceptual through final construction documents. Planning and design of the perimeter fence and entry control points to meet Level 5 security standards were followed by a site vulnerability assessment. Crime Prevention Through Environmental Design (CPTED) was integrated into the design solution. Gordon was responsible for coordinating with multiple federal review agencies, including GSA, DHS, FHWA, and the 106 Consulting Parties.

FBI Ammunition Storage Facility
Gordon provided civil engineering services for the construction of a new ammunition storage warehouse at an undisclosed FBI Complex. The proposed facility consisted of a one-story pre-engineered metal structure of approximately 7,500 SF. Proposed site work and improvements included the removal of all concrete and asphalt pads, paved areas, and sidewalks and re-routing of any impacted utilities. The project included new parking, design of utilities for water and sewer connections, coordination with other required utilities, site drainage and grading, and design of sidewalks, the entrance driveway, and parking areas, including handicap ADA access to the facility.

FBI Quantico Complex – CTI Classroom/Office
The project consisted of design-build procurement for the construction of a new training facility to house classroom, office, and support spaces for the Center for Intelligence Training (CIT). The proposed facility consists of a two-story steel framed structure of approximately 22,000 SF, with 11,000 SF per floor. The proposed site work and improvements consisted of the removal of all concrete and asphalt pads, athletic surfaces, paved areas and sidewalks, and re-routing of any impacted utilities. New parking and access to the building loading dock area was provided, with parking in three distinct areas. This required separate SWM/BMP facilities for each impervious area associated with the development. Fire lane and ADA access was an important consideration on the very tight sight that is constrained by existing facilities to remain, and phasing was required to maintain access to areas near the project.

GSA Heating and Operations
District
Gordon provided surveying and engineering services for the General Service Administration. The Heating Operation and Transmission District (HOTD) provides high-pressure steam to approximately 100 federal buildings located throughout the DC area through a network of approximately 7 miles of tunnels and 5 miles of direct buried piping. Gordon provided detailed mapping for the 26 sites that included as-built and location of underground utilities.

U.S. Customs and Border Protection
Advanced Training Facility
Gordon provided programming, planning, and design services for Phases 4 and 5 of the U.S. Customs and Border Protection’s Advanced Training Center. Services included a security design charrette, site investigations, evaluation of existing infrastructure, identification of sustainable design and construction strategies, and preparation of preliminary site plans for infrastructure and stormwater management. This project was recently awarded the 2011 Department of Homeland Security (DHS) Small Business Achievement Award for its outstanding support of the DHS mission.

IRS Computer Facility
Gordon provided all civil engineering, surveying, and landscape architecture services for this 25-acre development. The project includes a 72,000 square foot office building and a 20,000 mechanical substation. Gordon also designed a 150-car capacity parking area that included access ramps and ADA compliant handicap facilities, a stormwater management pond, irrigation, and pavement design.

National Zoo
Gordon has worked as a subconsultant to the National Zoo for many years providing surveying and civil/site engineering services for various infrastructure improvements at the National Zoological Park – most notably, the Asia Trail. Other recent survey and engineering work at the zoo includes the Kids Farm, the Mane Restaurant, the Picnic Pavilion, and preliminary engineering for the expansion of the Elephant House and yards. Gordon also helped develop a comprehensive GIS spanning the entire park.

Baltimore Corps of Engineers
Task Order Contract
Gordon provided surveying services under an indefinite quantity contract with the U.S. Army Corps of Engineers (USACE), Baltimore District that included: utility, cadastral, boundary, topographic, GPS control, hydrographic surveys, subsurface utility designating/locating, preparation of easement plats, and land records research for projects sites within the Baltimore District. These surveying services supported a variety of Corps projects within the Baltimore District, including utility design, environmental reclamation, park development, and flood control projects.

NAVFAC IDIQ
Gordon provided surveying and engineering services under a Design Build Indefinite Quantity Contract with the United States Department of the Navy, Naval Facilities Engineering Command (NAVFAC). The contract includes utility designation, topographic and as-built surveys, construction, grading, pavement, and storm sewer stakeouts on various project sites.
