Mr. Woodruff,
P.E. has been with WHGA since 2002 and serves as Regional Manager of the Loudoun, Virginia; Winchester, Virginia; and Charles Town,
West Virginia offices. Resident in the Leesburg office, Mr. Woodruff is a 1983 graduate of Virginia Tech with a B.S. degree in Civil
Engineering. He has over 22 years of experience in land development in multiple jurisdictions, with the majority of his experience in
Loudoun County, Virginia and the incorporated towns. His experience includes all aspects of civil engineering with a particular focus
in road design and water resources. Mr. Woodruff’s experience also includes development management, where he served as Regional
Development Manager and General Manager of Broadlands during his tenure with Terrabrook, prior to joining William H. Gordon
Associates, Inc.
Mr. Woodruff opened WHGA’s Charles Town, West Virginia office in 2002 and the Winchester, Virginia
office in 2003. Mr. Woodruff’s diverse background in civil engineering design and consulting, business management, and
development management affords him a unique perspective and comprehensive understanding of the business, marketing, design,
technical, and regulatory issues involved with implementation of a development program. Mr. Woodruff is a licensed Professional
Engineer in the states of Virginia and West Virginia.
